to 1990. mickey edwards was stilln congress the an-ter eightreprestive from oklahoma, and a formidable leader among conservatives who nonetheless knew how to work with opponents to get things done. he chaired the republican policy committee, was a founding trustee of the conservative heritage foundation, and served as national chairman of the american conservative union. after redistricting by democrats cost him his seat in 1993, he taught at harvard and princeton, became vice president of the aspen institute, and wrote this book: "reclaiming conservatism: how a great american political movement got lost--and how it can find its way back." now he's out with another book, one calling for real, even radical, change: "the parties versus the people: how to turn republicans and democrats into americans." mickey edwards, welcome. >> thanks, bill. it's good to see you again. >> and congratulations on the book, although i can't imagine it's made you the most popular visitor to the house republican caucus. >> not at all. but it wouldn't make me popular in the democratic caucus either, you know.

, editor of "inside michigan politics." welcome to you both. mickey maynard. first, this has all happened very quickly. what precipitated this right now. >> there were two things that happened, judy. first of all in november there was a ballot proposal that unions floated that would have outlawed right-to-work. it would have put that into the state constitution. that proposal failed because it was proposed at the same time as a lot of constitutional amendments. people just sort of cast one vote against all of them. the second thing that happened was republicans gave up some seats in the house and senate. it will still be a republican majority in january but it will be smaller. if right-to-work was going to happen this lame duck republican-controlled legislature was where it was going to happen. >> woodruff: bill, in a state that voted by ten points for president obama in november, it's a state that is striking a blow for right-to-work. how do you explain that? >> there was a mixeded result on november 6. i think everything mickey said is absolutely true, but republicans still control stat

with a higher tax. host: next up is mickey in kings port, tennessee, on our line for independents. go ahead, mickey. caller: good morning. first of all, let me say that i am definitely not in the rich class. i'm closer to the bottom as the top. but my question being fair, what's wrong with having a fair tax or an equal tax where no matter what income level you have if you make $10,000 a year or $10 million a year, that you pay the same percentage on your gross income or we tax everything that's sold. that way, there's no way of getting around the deductive from the incomes? -- income tax? it doesn't make sense to me the way the program is set up. thank you. guest: we're transitioning the media issue of our current income tax to whether we should fundamentally rethink our tax system. the idea of sort of flat taxes or national retail sales tax, taxes have long been proposed and talked about. i mean, i think fundamentally, it sounds appealing, but, you know, what you're really talking about is relative to what we do now. you're talking about a much different way of raising -- much more revenue
